About Our Reviewer
How the explainers on this site are checked, and who checks them: attorney Dmytro Konovalenko.
This site explains how investment citizenship in Vanuatu works from start to finish: who can apply, what route an application follows, why a designated agent is needed, what due diligence involves and what happens once a decision is made. We run it independently, with no connection to the Government of Vanuatu.
One person reviews these guides: Dmytro Konovalenko, a Senior Partner and attorney-at-law. His task is to confirm that each description of the process matches the law and the rules as written, and that no sentence reads like a promise of approval.

Dmytro Konovalenko
Senior Partner
An attorney-at-law with more than five years of practice, Dmytro Konovalenko works in international criminal law. He is a Senior Partner and was admitted to the Bar under certificate to practise law No. 001156.
His cases are often multi-jurisdictional, involving clients from Eastern Europe, Asia and the Americas, and he prepares detailed written legal analyses of cross-border cases. He is a member of the International Bar Association and, since 2019, of the National Association of Advocates of Ukraine. For this site, he reads each explainer as a whole, from eligibility through to the final stage of the route, before it is published.

What Konovalenko checks on this site
- Each stage of the route, from appointing a designated agent to the issue of a certificate and passport, is matched to the Citizenship Act [CAP 112] and the published regulations.
- Eligibility conditions are taken from the rules themselves rather than from marketing summaries.
- The due diligence section explains what is examined and makes clear that a clean result cannot be assured in advance.
- Processing time is described as usually 2–4 months, with no guarantee.
- Statements about which program or pathway is currently open carry a date and are revised when the rules change.
- Wording about visa-free travel is checked against current destination-country rules, and changes affecting Vanuatu passport holders are flagged.
What the reviewer does not do
Reviewing a guide is not the same as handling an application. Dmytro Konovalenko does not submit files and has no say in outcomes: only a designated agent on the public register may lodge an application, and the Citizenship Commission makes the decision. The explainers on this site are general information, not legal advice on any individual case.
